Speaker: Abby Balkis Gorayah Senior Lecturer in Quantity Surveying and Project Management from the Faculty of Built Environment of Caledonian College of Engineering
About the Speaker
Abby has more than 25 years of experience in teaching Quantity Surveying and Project Management for undergraduate and post graduate courses in Mauritius and Oman. He has been offering advice to contractors/clients on financial management for development of emerging entrepreneurs. Chairing in foreman meetings, advising on contractual correspondence and cost during progress report and prepare financial effects and cost benefits. Has extensive expertise on formulating and implementing procedure in tendering and contractual compliance.
He has conducted a research for the School of Geoinformatics, Planning and Building of the University of South Australia. “The Implications of the ‘Tendering Contract’ in Bidding Process”. This research was to investigate the implications of recent international construction case law concerning the existence of a “tendering contract” on the opportunities for clients to encourage innovative alternatives when inviting bids from contractors. Following a recent decision of the High Court of Canberra a “tendering contract” is likely to apply between owner and tenderers at the submissions of tenders. Consequently, the owner (client/principle) will have to be very careful how they frame their bid documents.

All practising RICS members are required to record at least 20 hours of CPD (including a minimum of 10 hours of formal CPD) completed each year. It has come to our attention that certain RICS members in this region have declared as complete CPD events that they have booked but not attended.
Please note that we maintain attendance registers at RICS training and CPD events. We will also be carrying out extra checks on CPD records and, where dishonest recording is identified, the matter will be brought to the attention of the RICS regulation team and may result in RICS pursuing disciplinary action.
